Here is the article from the Federal Register / Vol. 80, No. 151 / Thursday, August 6, 2015 / Proposed Rules. It starts talking about MDS on page 7.

VA proposes to add a new DC 7725
for myelodysplastic syndromes because
these conditions are relatively common
in veterans and do not have a diagnostic
code under which they can be
appropriately evaluated.
